Notaries in Pennsylvania are permitted to officiate marriage by witnessing an “exchange of vows”. This type of marriage ceremony is considered a civil ceremony and is valid if performed in the state of Pennsylvania with a valid marriage certificate. The notary must ensure that a valid marriage certificate is presented by the county court judge or circuit court clerk. Please be advised that there is a 3-day waiting period before the marriage ceremony can be performed after obtaining the marriage certificate. The only exception is if the couple has completed a pre-marital course, in which, the waiting-period would be waived.

The marriage certificate must remain in the possession of the Officiate/Notary until the completion of the ceremony. Both parties must have their government-issued ID present for the certificate to be completed. As well as, witnesses (optional) that will sign the certificate in addition to the Groom and Bride. The Officiate/Notary is responsible for returning the completed certificate to the office of the county court judge or circuit clerk which issued the license within 10 days of marriage.
